Caption reads: "One such site located on Dagoe Island, off the Estonia coast in the Baltic Sea, contains three steel launching scaffolds, underground storage space and control centers. Several firing experiments have been witnessed by Swedish observers. Apparently the Russians have no compunctions in testing their missiles over populated areas, for the Dagoe Island missiles had to traverse part of Finnish and Russian territory to hit the target range, some 400 miles off the Kola Peninsula in the Barents Sea."
