Description:     A developer wished to construct a marina on the small island of Grove Isle, and began to do so despite being in violation of the Biscayne Bay Aquatic Preserve Act and the policies of the Department of Natural Resources and Department of Environmental Regulation. This report argues that the for-profit marina would harm public lands and should not be allowed.
